Norway, IA was platted in 1863. The founder, Osman Tuttle was born in Hjelmeland, Norway. Tuttle gave five acres to the Chicago and Northwestern Railway company with the condition that the new town is named after his native country. In 1864, Tuttle laid out the townsite north of the railroad track.
